1. Rights, duties and responsibility of readers (users)

1.1. Without special preferences the following people may be readers (users) of UWED electronic library: students, listeners, post-graduate students, doctoral candidates, teaching staff, scientific workers, and other categories of UWED staff.

1.2. Readers (users) of electronic library have RIGHTS to:
  • use main types of library information service for free;
  • get the whole information regarding library holdings through the system of catalogue and card index(картотека) (traditional and electronic) and other forms of library informing;
  • get any documents, which exist in electronic library holdings for temporary use in reading halls and on the rights of member;
  • get advisory assistance in finding and choosing the source of information;
  • extend the term of using publications in established order;
  • get access to electronic information resources;
  • get access to the information via Internet.

1.3. Students of other universities and specialists of other organizations have right to use reading hall of UWED.

1.4. Readers (users) MUST:
  • show a library card (beige) every time before entering library. A library card is annually revalidated;
  • a library card should not be given to other person. If one loses a library card, he/she should immediately inform electronic library, where primary record has been done;
  • inform about changing of name, place of residence, work, and phone number;
  • take good care of documents in library holdings:
    • Do not make any notes;
    • Do not tear off and turn down pages;
    • Do not mix arrangement of open access holdings
    • Do not take out cards from card index.
  • a reader should thoroughly look through books or other writings/ documents while getting them; and in case of finding some defects, he/she should inform librarian on duty; otherwise, the last reader to use it takes responsibility for book damage;
  • return documents of electronic library holdings in settled by library period;
  • keep order in public area.

1.5. Responsibility of users of electronic library include:
  • Users, who depart from the given Regulations and cause damage to electronic library, indemnify it in the following order: in case of losing or damaging a document from library holdings users must substitute it for the same one or for the one of same value.
  • Reader bears responsibility for infringement of copyright.



2. Procedure of registering readers to UWED electronic library

2.1. Entry to electronic library is logged:
  • on the base of enrolment to the university (for students) or reference (for teachers and workers), and 1 photo
  • a body corporate (физическое лицо) (on the base of agreement) should show IDs of each person.
2.2. A library card is a document, which gives right to use electronic library.



3. Maxims of using reading halls

3.1. Reading hall serves all readers (users) only in case of showing a library card, certificate of UWED worker or ID.

3.2. Reading halls provide readers with documents from UWED electronic library holdings only for work in reading hall.

3.3. Quantity of documents, which are handed in reading hall, is not limited.

3.4. Encyclopedias, reference books, rare and valuable books are handed for use only in reading hall.

3.5. It is not allowed to make noise and break the order in premises of electronic library.

3.6. It is prohibited to take documents out from reading hall without permission of authorities of electronic library.



4. Regulations of using membership(reader’s) card

4.1 Subscription – this is the form of service of the library which can give the users access to use the fund of the library temporarily with pointed results and regulations.

4.2 The following periods are set to the usage of the documents:
  • Textbooks are given for one semester (term). The students are to return all the textbooks by July 1.
  • Scientific literature is given for 30 days.
  • Fiction is given for 30 days.

4.3 Extinct documents and one-original documents are not allowed to be checked up.

4.4 Keeping the literature over the expiry date is banned.



5. The rules of using E-resources of E-library

5.1 The Multimedia hall of E-library of UWED is part of the reading hall and it is for the usage of e-resources (study multimedia courses, database on digital media, e-directory and remote resources of the Internet) and also for using information system.

5.2 The duration of using e-resources must not exceed 60 m. More long-term work in multimedia hall is possible in the absence of queue.

5.3 If you have questions on using e-resources you should appeal to the duty officer.

5.4 Students, post graduates, professors, researchers and employees of UWED can:
  • use all electronic resources of e-library free;
  • get consultation about using them;
  • copy materials necessary for studying;
  • use computers for working with applications.
5.5 Entering web-sites not concerning education and research work is prohibited. 5.6 Users of UWED e-library can:
  • use information from e-library;
  • get consultations concerning the use of electronic information resources;
  • search bibliographical information through the catalogues of Uzbekistan and other countries, which are in a free access in Internet.
5.7 Users do not have a right to:
  • use a computer without registration at administrator;
  • switch on or reload computer, any actions with power cables are banned;
  • use computer more than 60 m. if there are other users who are in need of using computer;
  • download audio and video information, software from Internet that are not according to study process.



6. The rules of using E-library’ dissertation – papers fund

6.1 The rules of using E-library provide working with dissertation-papers only in the reading hall.

6.2 The users from the UWED can check out the dissertation – papers according to an application to the Vice Rector for Academic affairs. The application of the postgraduate is to be signed by the Vice Rector for Academic Affairs.

6.3 The outside users are to provide the request letter with the theme and the purpose of the scientific work in the official form of the represented establishment. The request letter use the dissertation – paper fund is valid for one academic year.

6.4 Carrying out theses from the reading hall to other rooms of the library and university as well as making copies are banned.

6.5 Copyright for all documents in dissertation – papers fund is preserved.

6.6 Reader is responsible for the violation of copyright.
